Penguatan Tata Kelola Pariwisata Berbasis Masyarakat melalui Peningkatan Kapasitas Kelompok Sadar Wisata (Pokdarwis) di Destinasi Wisata Puncak Pagerbatu Kota Banjar

Abstract

The management of Puncak Pagerbatu as a local tourism destination in Banjar City faces several challenges, particularly the suboptimal institutional capacity of the Tourism Awareness Group (Pokdarwis), the lack of integration among existing tourism potentials and products, and the need to strengthen community capacity in destination management. This Community Service Program (PKM) aimed to enhance the capacity and understanding of Pokdarwis and local stakeholders in developing community-based tourism governance. The program was implemented through structured discussions and knowledge-sharing sessions, presentations delivered by an academic, a tourism policy analyst, and a village tourism facilitator, as well as participatory discussions involving the village government, Village Consultative Body (BPD), Community Empowerment Institution (LPM), Pokdarwis, security personnel, community leaders, religious leaders, youth representatives, and local residents. The results demonstrated improved participants’ understanding of the roles and functions of Pokdarwis, institutional strengthening, the distribution of responsibilities among stakeholders, and the importance of collaborative destination management. The program also identified several priority areas for the development of Puncak Pagerbatu, including the integration of tourism potentials, development of tourism packages, strengthening of the Pokdarwis institution, and improvement of supporting facilities. As a follow-up, the tourism managers agreed to develop and establish official tourism packages and diversify tourism products to improve service quality and enhance the attractiveness of Puncak Pagerbatu. The program therefore provided an initial foundation for strengthening community-based tourism governance through institutional capacity building and stakeholder collaboration.
